Eligible entities include states, provinces, autonomous regions, municipalities, prefectures, Länder, emirates, federal districts and comparable official first-level jurisdictions.
Sovereign countries, cities without first-level jurisdictional status and informal economic regions are excluded.

This is an influence index—not a ranking of quality of life, wealth alone, population alone or political approval.
A smaller jurisdiction may outrank a more populous one when it exercises greater authority over finance, technology, energy, trade, security, media or global decision-making.
